MIP-21 defines a new extended opcode (see MIP-7), CREATEBIG, that allows contracts of up to 256KiB to be deployed on Monad. Contract-creation transactions cannot use CREATEBIG, and existing compilers cannot emit it. This MRC specifies a deterministic factory contract at a canonical address through which both EOAs and contracts can deploy using the new opcode.
